FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF REQUEST TO AMEND CURRENT FY03-04 BUDGET TO INCLUDE <br />CHANGE OF PART-TIME POSITION TO FULL-TIME POSITION EQUIVALENT OF <br />OFFICE SPECIALIST II POSITION IN THE WATER DEPARTMENT AND FOR <br />RECRUITMENT AND RATIFICATION OF ONE (1) EMPLOYEE APPOINTMENT TO SAID <br />FULL-TIME POSITION <br />DATE: May 12, 2004 <br />BACKGROUND <br />The current FY03-04 Budget includes a part-time (20 hours per week) Office Specialist II position that was <br />never filled. An Eligibility List must be developed in order to fill the position. A recruitment is necessary to <br />establish such a list. The salary range for this position is $2200-$2674 per month. <br />DISCUSSION/ANALYSIS <br />The Department currently has a part-time, temporary agency employee assisting with various support and <br />duties including Accounts Payable, purchasing, and development tracking. The allotted time for using this <br />employee will soon be exhausted. <br />FINANCIAL IMPACT <br />Because this position remained unfilled all year at the part-time level, there are adequate funds available to <br />fill it at a full-time equivalent for the remainder of the fiscal year. The full-time position was already <br />approved in the proposed FY04-05 Budget. This position will be charged to Account Numbers 521-8300- <br />8300-1010 (Salaries) and 521-8300-8300-1100 (Related Benefits). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority approve amending the current FY03-04 Budget to <br />include the change of part-time position to the full-time equivalent and approve the request for recruitment <br />and ratification of one (1) employee appointment to the full-time position of Office Specialist 11 in the Water <br />Department. <br />Report prepared by: Eric R.
