CITY OF COLTON Item #9A <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF November 2, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Ken Rulon, Chief of Police <br />SUBJECT: Approve resolution for the submittal for State Urban Parks and <br />Communities Program grant in an amount not to exceed <br />$1,000,000. <br />DATE: October 29, 2004 <br />BACKGROUND: <br />The State passed the Safe Neighborhood, Clean Water, Clean Air and Costal Protection Bond <br />Act of 2002 to be used for the enhancement of parks, recreation and leisure time pursuits. <br />Currently, the State's Department of Parks and Recreation that oversees the funding for this act is <br />accepting applications for the following grant: State Urban Parks and Communities Program, <br />which provides grants for the acquisition- and development of properties for active recreational <br />purposes. If the grant is awarded, the Colton Police Department, Neighborhood Services, and the <br />Police Activities League shall use such funds to acquire property and develop it into a youth sports <br />recreational center and required parking. <br />DISCUSSIOWANALYSIS: <br />An 'existing commercial building will be selected and the interior of the building renovated to <br />provide space for youth oriented programs that will include, but not be limited to, boxing, wrestling, <br />baseball, basketball activities, body building/weightlifting, educational classrooms, and office <br />space for Police Activities League programs. <br />FINANCIAL IMPACT: <br />The total estimated cost for the acquisition and development of Youth Sports Recreation Center is <br />$1,000,000. The 25% (twenty-five percent) match requirement of $250,000 will be met through <br />Park Development Fund 248 in the amount of $85,000 and through the Police Activities League <br />Fund in the amount of $165,000. <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />None. <br />RECOMMENDATION: <br />Staff recommends approval of the attached resolution to allow the City to submit for the State <br />Urban Parks and Communities Program grant offered by the State of California's Department of <br />Parks and Recreation through the California Clean Water, Clean Air and Coastal Protection Bond <br />Act of 2002. <br />Prepared by: Mike Hadden, Sergeant <br />Attachment: <br />Resolution <br />
