The written materials <br />provided to the Planning Commission contain detailed analysis, comments, and responses to <br />those comments. The Planning Commission considered this matter over four workshops and <br />hearings. At each meeting, the public was provided with an opportunity to speak and the <br />appellants submitted written comments from attorneys and other environmental experts. These <br />were also responded to in writing or verbally. <br />Given the amount of likely testimony and comment, staff recommends the Council <br />consider the following schedule: <br />November 16, 2004 City Council Meetin� <br />1. Receive Staff Report <br />2. Ask Questions of Staff <br />3. Open Public Hearing: <br />A. Presentation by Applicant (Approx. 25 min.) <br />B. Questions to Applicant from City Council <br />C.
