CITY OF COLTON Item #12 <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBER 5, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: Amend CIP Budget For FY 2004-2005 To Include The Library <br />Expansion Project, In The Amount Of $20,000. <br />DATE: September 27, 2004 <br />BACKGROUND: <br />The City's Main Library has found that it needs more space to administer the needs of its growing <br />community, to address this need the Library Expansion Project was incorporated into the City's CIP <br />Program for fiscal year 2005 and 2006. <br />DISCUSSION/ANALYSIS: <br />The City of Colton's main Library was built in 1984 to serve a much smaller population that it <br />currently serves. The population in Colton in the late 1980's and early 1990's were approximately <br />38,000 and the Library circulated approximately 207,000 items. Today Colton's population has <br />grown to more than 50,000 and the circulation to approximately 368,000. Even though a great need <br />exists for a newer facility, current fiscal conditions make it a prohibitive task at the present time. The <br />alternative is to remodel the existing building to maximize the space available, with little fiscal impact <br />as possible. <br />The scope of this project is designed to increase the square footage of the City's Main Library. <br />Currently, there exist glass paneling at both the north and south sides of the building. City staff will <br />remove twenty-eight (28) feet of the glass paneling shifting it forward twelve (12) feet, thus <br />incorporating 258 additional square footage to both the south and north ends of the Main Library to <br />allow for more computer space. Additionally, the areas that are being incorporated into the library <br />are currently landscape areas and do not exist under the Library's roof; construction of new roofing <br />for these areas will be required. <br />FINANCIAL IMPACT: <br />In 2001 the City Council approved a fee schedule that included a specific fee to be collected from <br />new development for Civic Center, Police, Fire and Library facilities. This revenue source will be <br />utilized to fund the improvements at the Library. The $20,000 required for the improvement will be <br />transferred to the Capital Improvement Fund, to fund the construction costs. There will be no <br />General Fund impact for this project. The following accounts will require budget adjustments: <br />250-8102 $20,000 (Transfer Out to CIP Fund), 450-8101 (Transfer in from New Facilities Fund), <br />450-0538-6975-3890 (Construction Costs in Capital Improvement Fund). <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />CONFLICT OF INTEREST: <br />None. <br />7/10/03 City Clerk's Office Cb <br />
