Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF OCTOBER 4, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE MEMORANDUM OF UNDERSTANDING (MOU) <br />WITH CITY OF SAN BERNARDINO, DESIGNATING THE <br />CITY OF COLTON AS THE LEAD AGENCY FOR COLTON <br />AVENUE BIKELANE PROJECT. <br />DATE: SEPTEMBER 27, 2004 <br />BACKGROUND: <br />Colton Avenue Bikelane Project is a multi jurisdictional project between the Cities of Colton and <br />San Bernardino, located within the abandoned Southern Pacific Railroad right-of-way adjacent to <br />Colton Avenue. The approximate length of the proposed project is 3.5 miles starting from Valley <br />Boulevard in Colton moving north along 9t' Street and toward west on "G" Street connecting to <br />abandoned Union Pacific Railroad corridor on the west side of Colton Avenue extending <br />northeasterly to the City limits and Inland Center Drive in City of San Bernardino. The bikeway <br />travels along the Inland Center Drive over the I-215 interchange and continues northeasterly <br />terminating at "G" Street in City of San Bernardino. <br />The project scope of work includes a 8 feet wide bicycle path, new traffic signal on one <br />intersection, lighting, and economical landscape treatment and irrigation system. The City has an <br />existing lease agreement to use the railroad property for hike and bike -trail purposes with Union <br />Pacific Railroad Company for a period of 20 years expiring on December 31, 2023. <br />ANALYSIS/DISCUSSION: <br />The project has total funding of $1,431,000 with the following breakdown: $719,000 — TEA -21 <br />Funds, $432,000 — CMAQ Funds, $25,000 — City of San Bernardino and $255,000 — City Share <br />coming from Measure I and RDA Funds. The project will be beneficial to the City since it will <br />enhance quality of life of the surrounding community, and greatly improve the aesthetic and <br />economic value of Colton Avenue corridor. <br />City of Colton will. be the lead agency for the project as provided in the Memorandum of <br />Understanding (MOU) attached as Exhibit A. The City of San Bernardino approved the agreement <br />on September 20, 2004. <br />
