CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF OCTOBERS, 2004 <br />Item #15 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: K. RULON, CHIEF OF POLICE <br />SUBJECT: APPROVE ANIMAL HOUSING SERVICES AGREEMENT BY AND <br />BETWEEN THE CITY OF SAN BERNARDINO AND THE CITY OF <br />COLTON EFFECTIVE JULY 1, 2004 THROUGH JUNE 30, 2007. <br />DATE: SEPTEMBER 27, 2004 <br />BACKGROUND: <br />The City of Colton currently utilizes the City of San Bernardino Animal shelter for the housing of <br />animals found within the City. The police department desires to continue this arrangement through <br />the renewing of our existing contract. <br />DISCUSSION/ANALYSIS: <br />The City of Colton does not maintain facilities for the housing of animals found within the City <br />limits, or for those required to be quarantined through an order of the animal control officer. The <br />City of San Bernardino has previously entered into an agreement with the City of Colton to provide <br />those services at their facilities. <br />Additionally, the City of Colton contracts our animal control services to the City of Grand Terrace <br />who also contracts with the City of San Bernardino for animal housing services. <br />FINANCIAL IMPACT: <br />The funds are currently available in the police department's 2004/ 2005 budget. <br />ENVIRONMENTAL IMPACT: <br />None <br />ALTERNATIVES: <br />Attempt to locate a more favorable contract with another City or County that maintains housing <br />facilities for animals. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />None <br />RECOMMENDATION: <br />Staff recommends the City Council approve the animal housing services agreement by and <br />between the City of San Bernardino and the City of Colton effective from July 1, 2004 through <br />June 30, 2007. <br />Attachment: Exhibit A <br />Prepared by: Frank Coe, Police Lieutenant <br />
