CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF OCTOBER IQ, 2004 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />Item #1 <br />SUBJECT: An Amendment to the Agua Mansa Industrial Corridor Specific Plan to <br />Redesignate Property located at 1600 Agua Mansa Road (Assessor Parcel Numbers <br />0260-072-02, 03, 04, 15 & 16-0000) from Agricultural/Open Space/Equestrian to <br />Medium Industrial: File Index Number DAP -000-281. <br />DATE: September 27, 2004 <br />BACKGROUND: <br />On February 18, 1986, the City Council approved and adopted the Agua Mansa Industrial Corridor Specific <br />Plan (Resolution #R-17-86). The Specific Plan area pertains to the areas specifically described within the <br />text of the AMICSP and is generally described as south of the interstate 10 Freeway, west of Rancho <br />Avenue, and north of the Santa Ana River. The area is designated in the General Plan as Specific Plan and is <br />Zoned SP (Specific Plan). Within the SP Zone, the area contains six (6) specifically designated Land Use <br />Designations consisting of (1) Heavy Industrial, (2) Medium Industrial, (3) Industrial Park, (4) Public <br />Facilities, (5) Single -Family Residential, and (6) Agriculture/Open Space/Equestrian. <br />The applicant, Artesia Sawdust Products, Inc., is requesting approval to amend the Agua Mansa Industrial <br />Corridor Specific Plan (AMICSP) by changing the land use designation on five (5) contiguous parcels <br />totaling approximately 35.64 acres, from Agriculture/Open Space/Equestrian to Medium Industrial. The <br />Planning Commission approved (contingent on the City Council's approval of the Specific Plan <br />Amendment) a Negative Declaration and Conditional Use Permit (CUP) for a Proposed Wood Processing, <br />Mulching, Rock Crushing Operation and a Wholesale Nursery Supply; to inelude four (4) new buildings <br />totaling 33,500 S.F., a caretakers dwelling unit, and a 10,000 gallon above ground diesel fuel tank, located <br />within the Agua Mansa Industrial Corridor Specific Plan Area. The proposed project site is located on the <br />south side of Agua Mansa Road and is addressed as 1600 Agua Mansa Road. The site previously contained <br />a duck farm and Tiger Rescue, Incorporated. <br />ANALYSIS/DISCUSSION: <br />As noted above, the project site is located at 1600 Agua Mansa Road, on five contiguous parcels, three <br />which contained the former Duck Farm, and two which were owned by the City and leased to Tiger Rescue, <br />Incorporated, for a wild animal refuge and care facility. The area is relatively flat and contains existing sheds <br />and animal pens that will be removed. The proposed project will occupy the entire project site and will <br />primarily consist of open work areas for grinding, sorting, bagging and storage of wood chips and other <br />wood by-product materials for use as mulches, growing mediums, playground chips, ground cover, and other <br />agricultural uses. The finished product is sold wholesale to nursery growers, landscapers, schools and parks. <br />The applicant will also sell large plants and small trees for wholesale; and will also allow a third party <br />contractor to receive rock and operate a small rock crushing operation to sell to the applicant's customer <br />base. <br />
