Artesia Sawdust Products, Inc. <br />File Index Number DAP -000-281 <br />September 14, 2004 <br />Page 2of4 <br />PROJECT DESCRIPTION: <br />The applicant, Artesia Sawdust Products, Inc., is requesting approval to amend the Agua Mansa. <br />Industrial Corridor Specific Plan (AMICSP) by changing the land use designation on five (5) contiguous <br />parcels totaling approximately 35.64 acres, from Agriculture/Open Space/Equestrian to Medium <br />Industrial; approval of a Negative Declaration; an approval of a Conditional Use Permit (CUP) for a <br />Proposed Wood Processing, Mulching, Rock Cru hing Operation and a Wholesale Nursery Supply; to <br />include four (4) new buildings totaling 33,500 S.�., a Caretakers Dwelling Unit, and a. 10,000 Gallon <br />Above Ground Diesel Fuel Tank, located with the Agua Mansa Industrial Corridor Specific Plan Area. <br />The proposed project site is located on the south side of Agua Mansa Road with an address of 1600 <br />Agua Mansa Road. Three of the five parcels were previously used for a Duck Farm and the remaining <br />two parcels were previously used by Tiger Rescue Incorporated, as a refuge and care facility for wild <br />animals. <br />The applicant is required to process a parcel map with the Engineering Department to merge the five <br />parcels into one. The area is relatively flat and contains existing sheds and animal pens that will be <br />removed. The proposed project will occupy the entire project site and will primarily consist of open work <br />areas for grinding, sorting, bagging and storage of wood chips and other wood by-product materials for <br />use as mulches, growing mediums, playground chips, ground cover, and other agricultural uses. The <br />finished product is sold wholesale to nursery growers, landscapers, schools, and parks. The applicant <br />will also sell large plants and small trees for wholesale; and will also allow a third party contractor to <br />receive rock and operate a small rock crushing operation to sell to the applicant's customer base. <br />The proposed four new structures will include 'an approximately 2,600 S.F. office, a 6,400 S.F. <br />maintenance building, a 6,400 S.F. bagging building and an approximately 20,000 S.F. warehouse <br />building with open sides. An existing house and lunchroom will remain on the site and will also be used. <br />According to the applicant, the facility will have 30 permanent employees. Most of the workers will arrive <br />at the site between 5:00 a.m. and 7:00 a.m. Bagging operations will occur between the hours of 6:00 <br />a.m. and 4:00 p.m. All grinding operations will occur between the hours of 7:00 a.m. and 4:00 p.m. The <br />applicant has also stated that approximately 25 trucks will make an estimated two (2) deliveries per <br />eight-hour day, resulting in approximately 275 trips per week. Most of the truck drivers will arrive at the <br />site at 5:00 a.m., and will complete their work around 4:00 p.m. <br />Access to the project site will be from Agua Mansa Road by a proposed 40 -foot wide paved roadway on <br />the northwest side of the property and egress will be located on an exit paved roadway located on the <br />northeast portion of the site. Both access and egress areas will be controlled by an automatic gate <br />operating system. <br />ANALYSIS: <br />GENERAL PLAN CONSISTENCY <br />The General Plan designation of the project site is Specific Plan and is located within the AMICSP <br />area. According to the General Plan, Specific Plan designations, "serve to provide for tailored <br />planning of areas requiring more than the traditional approach of standardized zoning regulations in <br />order to realize overall General Plan objectives." (Pg. 2-20, Land Use Element -Colton General Plan) <br />The requested re -designation of land use from Agriculture/Open Space/Equestrian to Medium <br />Industrial for the proposed project site is a precise detail of development inherent in the establishment <br />
