Item #5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF OCTOBER 19, 2004 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES MANAGER ��� <br />APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING <br />SUBJECT: RESOLUTION R-97-98 FOR THE COLTON FIREFIGHTERS <br />ASSOCIATION WHICH ADOPTS EXHIBIT A, THE CONSOLIDATED <br />MEMORANDUM OF UNDERSTANDING. <br />DATE: OCTOBER 12, 2004 <br />BACKGROUND: <br />The Memorandum of Understanding (MOU) with the Colton Firefighters Association expired on <br />June 30, 2004. Representatives of the City and Colton Firefighters Association have been <br />negotiating for a successor MOU over the last few months. <br />DISCUSSION/ANALYSIS: <br />Representatives of the City and the Colton Firefighters Association have reached an agreement, <br />subject to formal City Council approval, with a term ending June 30, 2005. <br />The changes to the MOU and related salary and benefit increases were based upon the average <br />compensation of surrounding cities/fire districts. Because of the uncertain fiscal condition of local <br />government this fiscal year, only a one-year contract could be negotiated with the Colton <br />Firefighters Association. Furthermore, because the average total compensation was below the <br />market average by about 16%, the City could not afford salary and benefit increases of that <br />magnitude in fiscal year 2004/05. Therefore, a 9% salary increase was negotiated; this will be <br />effective January 1, 2005 and retroactive to July 1, 2004. This will allow the City to retain the funds <br />for a few extra months. <br />Some of the key provisions in the MOU provide the following: <br />• Salary increase of 9% across the board, effective January 1, 2005 and retroactive to July 1, <br />2005. <br />� The monthly medical insurance premium allowance will increase by $75 from $915 to $990 <br />effective January 1, 2005. <br />• Remove Longevity Pay and add two (2%) to the base salary for all unit employees. <br />• Creates a provision for the Fire Marshall to be allowed to sell back twenty (20) hours of <br />holiday hours in excess of ten (10) accrued holiday hours. <br />• Add a no-smoking provision for City vehicles and mandate seat belt usage. <br />ENVIRONMENTAL IMPACT: <br />This item does not carry any environmental impact. <br />
