BARRERA, CITY CLERK <br />HISTORIC PRESERVATION STAFF LIAISON <br />SUBJECT: ORDINANCE AMENDING CHAPTER 15.40 OF THE COLTON <br />MUNICIPAL CODE RELATING TO HISTORIC PRESERVATION <br />DATE: September 1, 2004 <br />BACKGROUND: <br />On June 1, 2004, the City Council approved certain revisions to the Historic Preservation <br />program contained in Chapter 15.40 of the Colton Municipal Code. The revisions were <br />needed to make the program more "user-friendly" and streamline the review of historic <br />property and district designations. <br />ANALYSIS/DISCUSSION: <br />At this time, there is a need to update Section 15.40.030 ("Definitions") as it relates to the <br />definition of the Preservation Officer. The revised section will read as follows: <br />"'Preservation officer' is the city manager who will appoint a <br />staff liaison to the historic preservation commission. The staff <br />liaison may, from time to time, delegate duties as authorized by <br />the city manager. " <br />The change to the definition is to delete the final sentence that previously read: "At no time <br />will the staff liaison be an employee of the community development department. " <br />Staff has confirmed with the State Office of Historic Preservation, Lucinda Wood, Supervisor <br />for Local Government and Information there is no objection with the change in the definition. <br />ENVIRONMENTAL IMPACT: <br />This action is not subject to the California Environmental Quality Act ("CEQA") because, <br />pursuant to State CEQA Guidelines section 15060, subdivision (c)(3), it is not a "project" as <br />defined in Section 15378 of the State CEQA Guidelines. <br />FISCAL IMPACT: <br />None. <br />
