Item #2 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF SEPTEMBER 7, 2004 TO: HON. MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: CAROLINA P. BARRERA, CITY CLERK HISTORIC PRESERVATION STAFF LIAISON SUBJECT: ORDINANCE AMENDING CHAPTER 15.40 OF THE COLTON MUNICIPAL CODE RELATING TO HISTORIC PRESERVATION DATE: September 1, 2004 BACKGROUND: On June 1, 2004, the City Council approved certain revisions to the Historic Preservation program contained in Chapter 15.40 of the Colton Municipal Code. The revisions were needed to make the program more "user-friendly" and streamline the review of historic property and district designations. ANALYSIS/DISCUSSION: At this time, there is a need to update Section 15.40.030 ("Definitions") as it relates to the definition of the Preservation Officer. The revised section will read as follows: "'Preservation officer' is the city manager who will appoint a staff liaison to the historic preservation commission. The staff liaison may, from time to time, delegate duties as authorized by the city manager. " The change to the definition is to delete the final sentence that previously read: "At no time will the staff liaison be an employee of the community development department. " Staff has confirmed with the State Office of Historic Preservation, Lucinda Wood, Supervisor for Local Government and Information there is no objection with the change in the definition. ENVIRONMENTAL IMPACT: This action is not subject to the California Environmental Quality Act ("CEQA") because, pursuant to State CEQA Guidelines section 15060, subdivision (c)(3), it is not a "project" as defined in Section 15378 of the State CEQA Guidelines. FISCAL IMPACT: None.
