ANALYSIS/DISCUSSION: Upon review, City staff found that New West Signal is the lowest responsive and responsible bidder in the amount of $ 406,302. CONFLICT OF INTEREST: Exact Business Name: New West Signal President or equal: Christian B. Wright/Mark D. Mensen (Partnership) Contact or representative: Christian B. Wright/Mark D. Mensen ENVIRONMENTAL IMPACT: The proposed public improvements are Exempt under Section 15301 of the California Environmental Quality Act (CEQA). FINANCIAL/FISCAL IMPACT: Valley Blvd./Rancho Ave. and Valley Blvd./3'd St. Traffic Signal projects are part of the CIP Projects scheduled for construction for FY04-05. Approved funding in the amount of $260,000 is available in account number 457-6612-6900-3890. The total cost of Project (Bid Amount) at these two (2) locations is $ 185,061. Agua Mansa Ave./Riverside Ave. Traffic Signal Project will be funded by the City of Rialto providing 75% of costs ($171,000) and the City of Colton providing 25% of costs ($57,000). The estimated cost of the project is $228,000. Colton's share will be budgeted from acct. # 450-0537- 6970-3890 as approved by the City Council on Octoberl9, 2004. The total cost (Bid Amount) of Agua Mansa/Riverside Ave Traffic Signal is $ 221,241. The total amount of funding allocated for this project is $ 488,000 which is enough to cover the construction cost and any other contingencies that may arise during construction. RECOMMENDATION: Staff respectfully recommends that Council authorize the award of a construction contract for the Traffic Signal Installation At Valley Blvd.13rd St. And Riverside Ave./Aqua Mansa, And Traffic Signal Modification At Valley Blvd./Rancho Ave. Project to the lowest responsive and responsible bidder, New West Signal, of Fontana, California, in the amount of $ 406,302.00.
