Item #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF APRIL 19, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />SUBJECT: Approve the Amendment to the Professional Services Agreement with <br />Duane Morita in the Amount of $15,000. <br />DATE: April 11, 2005 <br />BACKGROUND: <br />On August 17, 2004, the City Manager approved a Letter of Agreement for Professional Services <br />in the amount of $25,000 with Duane Morita to prepare Environmental Assessments/Initial Studies <br />for Development Application Proposals for the Community Development Department. The Scope <br />of Services requires the Consultant to report to Community Development one day per week to <br />prepare environmental assessments/initial studies for proposed development projects received by <br />the Department. Compensation for the Services is based on the actual amount of time spent in <br />preparing the initial studies at an hourly rate of seventy-eight dollars ($78.00). <br />Since the Consultant has exhausted the contract amount and staff is now requesting approval of <br />an Amendment to the Professional Services Agreement in the amount of $15,000 to cover the <br />preparation of environmental assessments/initial studies for additional Development Applications <br />received by the Department. <br />ANALYSIS/DISCUSSION: <br />The Amendment will allow the Consultant to continue providing professional environmental <br />services to the Community Development Department for the preparation of an environmental <br />assessment/initial study (EA/IS) for new Development Application projects received by the <br />Department. The preparation of an EA/IS is very time consuming and requires the Consultant to <br />review and analyze reports, studies, files, data, and prior environmental documents in order to <br />adequately prepare the environmental assessment of new development projects. Once <br />completed, the EA/IS is circulated to the public and Responsible Agencies for comments. If the <br />public or any outside agency submits comments to the Department, the Consultant must provide <br />a response to the comments. The duties provided by the Consultant allow Planning Staff the <br />opportunity to respond to other projects that are time sensitive. Further, Mr. Morita is extremely <br />familiar with the City's administrative procedures and environmental setting in Colton. For that <br />reason, it is requested the City Council, in accordance with Section 3.08.140 of the Colton <br />Municipal Code, dispense with additional bidding since continuing to utilize Mr. Morita is in the <br />best interests of the City and its administrative operations. <br />ALTERNATIVES: <br />Reject staff's request for approval of the Amendment to the Duane Morita Letter of Agreement for <br />Professional Services. <br />
