ITEM #1 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF AUGUST 16, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />SUBJECT: Public Hearing to consider an appeal of the Planning Commission's <br />approval of File Index Number DAP -000-449, Ashley Furniture <br />Industries, regarding Design Review, Conditional Use Permit, and Major <br />Variance for a proposed 63,796 s.f. retail sales, storage and restaurant <br />building with a freeway oriented sign and a reduction in the parking stall <br />and setback requirements on property located at 855 Ashley Way, <br />Colton, CA <br />DATE: August 3, 2005 <br />BACKGROUND: <br />On May 2, 2005, Ashley Furniture Industries submitted a development application requesting <br />approval of a Conditional Use Permit for a freeway oriented electronic message pylon sign, a <br />Major Variance, and the Architectural Review and Site Plan to construct and operate an <br />approximately 63,796 S.F. retail commercial building for retail sales of home, office and other <br />furniture, fixtures, mattresses and accessories at 877 Ashley Way. The proposed building will <br />contain the following: 55,797 S.F. of retail show room area; 6,654 S.F. of warehouse area; and <br />approximately 1,345 S.F. of restaurant service area that will include the preparation, service and <br />sale of food and drink for customers and employees. The proposed facility will employ <br />approximately 40 persons and will be open seven (7) days per week from 6:00 a.m. to 12 a.m. <br />The project site is a vacant 3.7 acre parcel located immediately east and adjacent to the existing <br />Ashley Furniture Manufacturing Facility in the Cooley Ranch Planned Community. <br />Staff informed the Planning Commission that the applicant's request for a Major Variance included <br />the following: (1) a reduction in the required parking from 158 parking stalls to 141 parking stalls; <br />(2) a reduction in the building setback area from 20 feet to 15 feet along the curved portion of <br />Ashley Way; (3) approval to exceed the height of a portion of the proposed building (building <br />tower) from fifty (50) feet to sixty (60) feet; (4) approval to exceed the height of a freeway oriented <br />electronic message pylon sign from 45 feet to 55 feet; and (5) approval to exceed the sign area of <br />wall signs on the building tower from 578 S.F. to 690 S.F. (three wall signs at 230 S.F. per sign <br />elevation). <br />During the Public Hearing, the applicant's representative informed the Commission that the <br />applicant actually requesting that the height of the building tower (which contains the wall signs) <br />be at 70 -feet in height as originally requested in their application. Staff's recommendation for a <br />60 -foot tall building tower was premised on concerns that anything taller would be out -of -scale <br />with the different architectural elements of this building. After discussion of this matter, the <br />Commission approved the project with a 60 -foot high building tower. <br />The applicant is appealing the Commission's approval of the 60 -foot high building tower, and is <br />ORANGE\MXM\19364.1 <br />
