CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF AUGUST 16, 2005
ITEM #6
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: Josefina M. Kenline, Principal Management Analyst
SUBJECT: Accept the California Department of Conservation, Divi' f Recycling,
Beverage Container Recycling Grant and Approve the Appropriation
Budget in the Amount of $13,881.
DATE: August 16, 2005
BACKGROUND:
On January 1, 2000, Senate Bill 332 (Chapter 815, Statutes of 1999) established the City/County
Payment Program. The Beverage Container Recycling and Litter Reduction Act authorized the
Department of Conservation (Department) to allocate a total of $10.5 million on an annual basis to
eligible cities and counties for beverage container recycling and litter cleanup activities. The goal of
California's beverage container recycling program is to reach and maintain an 80 percent recycling
rate for all California Refund Value (CRV) beverage containers. The City of Colton received this
grant funding in fiscal year 2004/2005 and established a recycling program to assist the
Department in reaching this goal. The grant funds were used to promote education to our
community through the after school youth program at Parks and Recreation.
On March 23, 2005, the Department notified the City of Colton that it would be awarded a non-
competitive Beverage Container Recycling Grant in the amount of $13,881. The City of Colton
completed the required on-line grant application that specified how the City would work with the
Colton PAL program and the Community Services Department programs to promote beverage
container recycling in our community.
DISCUSSION/ANALYSIS:
The City prepared and submitted a budget to the Department that outlined how the grant funding
will be used to promote beverage container recycling, according to their guidelines. During fiscal
2005/2006, the City will purchase containers to be placed at several City facilities to collect CRV
beverage containers. PAL will promote beverage recycling and be able to redeem the CRVs from
the City facilities. During one of PALs promotional events, the community will be invited to bring
their CRV containers. In addition, the Community Services Department programs will receive
materials to teach the youth on the importance of recycling CRV containers and other recyclable
materials.
FINANCIAL IMPACT:
An increase in account 225-5889 (Miscellaneous Revenue) in the amount of $13,881 and an
increase to account 225-6020-1325-2302 (Miscellaneous Supply Expense).
