ITEM #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 16, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: APPROVE AWARD OF CONTRACT FOR ENGINEERING AND <br />SURVEYING SERVICES TO GK AND ASSOCIATES, IN THE <br />AMOUNT NOT TO EXCEED $95,000. <br />DATE: August 10, 2005 <br />BACKGROUND: <br />The Engineering Division is overseeing forty-three (43) projects with a total budget of over nineteen <br />(19) million dollars. To complete the ongoing projects without decreasing the rate of production <br />currently existing within the Engineering Division additional staff has been needed; GK & <br />Associates consulting staff has aided the Engineering Division's staff in completing projects <br />between January 2005 and July 2005. This staffing is necessary in order not to lose the <br />appropriated funds which are time sensitive. The current workload may restrain current staff from <br />completing the numerous projects that it has been successful in obtaining funding for as well as <br />hinder the Engineering staff from applying for additional project funds. Staff recommends <br />contracting a consultant to continue providing the Engineering Division with the additional staffing <br />as needed for the purpose of completing ongoing Capital Improvement Projects throughout the <br />fiscal year 2005-2006. <br />DISCUSSION/ANALYSIS: <br />The Engineering staff is regularly in contact with engineering consultants and after providing written <br />requests to three notified bidders the City found the lowest hourly costs that a consultant would be <br />willing to provide the staffing augmentation needs for the City to continue to be GK and Associates. <br />This Consultant would provide the City with an Engineering Technician at a $35.00 hourly rate. <br />Last fiscal year the Engineering Division paid temporary staff from its salary savings resulting from <br />unfilled positions. Currently, the Engineering Division has budgeted available funds in its <br />professional services account as well as in corresponding capital improvement project accounts. <br />The Engineering Division's professional services account will fund the services incorporated in the <br />contract that provide the City with a Construction Inspector. The Public Works Department is at <br />this at this time completing a job classification study to update the Public Works Inspector job <br />description and salary scale. In the interim of rehiring for the vacancy of Public Works Inspector <br />the Public Works Department will need to temporarily fill the position and recommends augmenting <br />its staff needs until it can permanently fill this position by executing the attached agreement. <br />In addition, allowing the Engineering Division to augment its staff by directly charging the projects <br />would allow the Engineering Division the capacity to complete projects as scheduled. The <br />following projects are those the Engineering Division will be requiring the Consultant's engineering <br />design and surveying services: Slurry Seal Phase IV and V, CDBG Modular at Cooley Ranch, 3-5 <br />Storm Drain, Rancho Traffic Signalization, Main and Iowa Traffic Signalization and Colton Bike <br />7/10/03 City Clerk's Office Cb <br />
