ITEM #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 16, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: REQUEST FOR RECRUITMENT AND RATIFICATION FOR THE FULL <br />TIME POSITION OF ADMINISTRATIVE ANALYST I FOR THE <br />ENGINEERING DIVISION, PUBLIC SERVICES DEPARTMENT. <br />DATE: August 8, 2005 <br />BACKGROUND: <br />The Engineering Division of the Public Works Department administers public works projects for the <br />City. Currently, the Department is moving forward on many of the multifaceted projects that have <br />been held up in either the design or environmental phase. These projects include the 3-5 Storm <br />Drain, Various Retrofit Bridge Projects (8), Safe Routes to Schools Grant, and the Colton Bike <br />Lane Project. To facilitate the needed transition from the various projects' environmental/design <br />phases to their construction phases in a timely manner the Public Works Department has identified <br />a need for an Administrative Analyst I position. Constant correspondence between the City, the <br />hired project consultants, and government or private entities with a vested interest in the project is <br />needed to move these projects into construction. The Administrative Analyst will communicate with <br />all parties involved in the said projects maintaining accurate correspondence records and <br />completing the needed written documents to allow the projects to progress into their construction <br />phases. Existing staff are unable to move these projects into the construction phase while <br />overseeing project currently in construction and projects ready to be moved into construction. <br />DISCUSSION/ANALYSIS: <br />An Administrative Analyst I position currently exists within the department, but is not funded. The <br />monthly salary scale for this position is $3,591 to $4,364; this position will be funded by the projects <br />to which the Administrative Analyst is assigned. Some of these have already been budgeted <br />however as some of the projects mentioned are in their environmental phase the budget for the <br />projects has not yet been brought to Council for approval. As a result, some of the projects listed <br />above may not have funding or may have funding sources that do not allow staff time to be <br />charged to the available funds. Salary time expended by the Administrative Analyst which cannot <br />be appropriated to the corresponding project can be charged to the Engineering Division's salaries <br />account, as the Engineering Division is experiencing a cost savings do to the budgeted vacancy of <br />its Public Works Inspector. <br />FINANCIAL IMPACT: <br />It is anticipated that this position's entire salary will be charged to the corresponding projects staff <br />time is expended on and have no impact on the City's general fund. However, until the budget for <br />all capital projects are appropriated salary savings are available in the Engineering Division's salary <br />account, 100-6150-6151-1010. <br />7/10/03 City Clerk's Office Cb <br />
