CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 16, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: APPROVE THE AWARD OF CONTRACT TO ABILITY COUNTS <br />INCORPORATED FOR JANITORIAL MAINTENANCE SERVICES. <br />DATE: August 8, 2005 <br />ITEM #9 <br />BACKGROUND: <br />Partnerships With Industry (PWI) has provided general janitorial services for the City of Colton <br />since September of 2002. Unfortunately, effective March 31, 2005 PWI permanently closed its <br />Inland Empire Office. The services that were provided have been provided by Ability Counts Inc. <br />since April of 2005. Ability Counts Inc. provides the City with the same services as were provided <br />by PWI. The change may have gone unnoticed because Ability Counts Inc. has retained the same <br />staff that were previously employed by PWI to eliminate a transitional training period. Ability <br />Counts Inc. like PWI assists adults with developmental disabilities, its "clients," to work within the <br />community. The City's Building Maintenance staff is able to concentrate on higher level tasks and <br />projects by allowing Ability Counts Inc. to absorb some of the janitorial tasks. <br />DISCUSSION/ANALYSIS: <br />Ability Counts Inc. has janitorial maintenance responsibility for 5 of the 19 City facilities: City Hall, <br />Community Development, Main Library, Learning Center and Fire Station No. 1. The duties Ability <br />Counts Inc. performs includes: vacuuming, dusting, trash pick up, window cleaning, etc. Staff is <br />still doing the custodial duties for the 14 remaining facilities, when available staff will utilize <br />restitution workers and students to assist with these remaining facilities. <br />Section 3.08.060 and 3.08.140(e) of the CMC provides, in part, that the City Council may by <br />majority vote of its entire membership dispense with bidding in any instance where they find that it <br />would be uneconomical and that the public welfare would be promoted. <br />The proposed contract for PWI is in the amount of $37,272. If the City were to hire one (1) <br />additional Maintenance Worker I it would cost the City approximately $50,000 per year; a savings <br />of $12,728. In addition, contracting with PWI promotes the public welfare by providing clients with <br />opportunities to learn job and interpersonal skills in a supervised setting. <br />FINANCIAL IMPACT: <br />Funding for this service for fiscal year, 2005-2006, is budgeted in Building Maintenance's <br />professional services account: 605-6150-6211-2350. Throughout the term of the contract the <br />monthly billing amount may vary as employees are paid based on productivity rather than a flat, <br />consistent rate. Based on the anticipated prevailing wage costs it is anticipated the bi-weekly <br />invoices will average $1,553, thus the proposed attached contract is made out in an amount not to <br />exceed $37,272. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />7/10/03 City Clerk's Office Cb <br />
