ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 16, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: Set a Public Hearing for September 6, 2005 to adopt a Resolution <br />Amending the Basic Fee for Stormwater Management and the <br />Storm Water Management Fee. <br />DATE: August 8, 2005 <br />BACKGROUND: <br />In October 1990 the County of San Bernardino Flood Control District was issued a five-year <br />National Pollution Discharge Elimination Systems (NPDES) Stormwater Permit, with 16 <br />incorporated cities as co -permittees. The second five-year permit took effect for the period of <br />October, 1995 to October 2000, and a third permit is now in effect until October 2005. <br />DISCUSSION/ANALYSIS: <br />There is no increase in either the "Basic Fee for Stormwater Services" or the "Stormwater <br />Management User Fee". However, San Bernardino County has updated their system and <br />identified some parcels that were not charged at their appropriate parcel size in previous years. <br />These parcels will experience an increase. Aside from these parcels, landowners who have not <br />changed their property usage will not receive an increase over last year's fees. The fees affect <br />only developed parcels. The fees collected this year will fund the Stormwater Division for FY 05- <br />06, which includes the City's operational costs for street sweeping, storm drain cleaning, roadway <br />maintenance and litter control. <br />FINANCIAL IMPACT: <br />The cost to the City's residential and commercial landowners is the same as previous years. The <br />revenue is used to fund the City's NPDES Stormwater Program, as mandated by Federal and <br />State regulations. Without the Fees, the General Fund would have to cover the costs for the on- <br />going Storm Water Program (FY05-06 $554,160.) <br />ENVIRONMENTAL IMPACT: <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act and is intended to <br />improve the Nation's waterways. The Federal Government mandates compliance with the <br />NPDES Stormwater requirements and the State Regional Water Quality Control Board enforces <br />the requirements. <br />CONFLICT OF INTEREST: <br />Not Applicable. <br />7/10/03 City Clerk's Office Cb <br />
