ITEM #19
CITY OF COLTON
AGENDA REPORT
FOR THE COLTON UTILITY AUTHORITY MEETING OF AUGUST 16, 2005
TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS
FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS
SUBJECT: AWARD OF BID FOR DUMP TRUCK FOR THE WATERIWASTEWATER
DEPARTMENT TO REYNOLDS BUICK/PONTIAC/GMC TRUCKS, IN. IN AN AMOUNT
NOT TO EXCEED $45,562.36.
DATE: AUGUST 4, 2005
BACKGROUND:
The City of Colton's Water/Wastewater Department, Water Division, currently has one dump truck that is fifteen years
old. This truck is currently used by the Water Division for system repairs.
The Waterline Replacement crew currently shares the truck with the repair crew which often results in project delays
and overtime expenditures due to the lack of availability of a truck.
DISCUSSION/ANALYSIS:
Section 3.08.100 of the City's Purchasing Ordinance allows the City to enter into agreements with other agencies for
the purchase of supplies, services and equipment. In such instances, the procedures of that Agency shall satisfy all
City requirements for the bid and award of those purchases. The City of Colton may piggyback onto the City of
Redlands Bid #04-27 for a 2006 GMC TC7500 Regular Cab with Dump Truck Body under their cooperative purchasing
provisions. This will save the City the cost of the formal bid process and allow us to place an order for this equipment in
a more reasonable time frame.
FINANCIAL IMPACT:
Sufficient funds are available in Capital Improvement Account Number 521-8100-8101-4910 (Water Operations
Automobile Account).
ENVIRONMENTAL IMPACT:
None
CONFLICT OF INTEREST — Gift Disclosure Requirements
Exact Business Name: Reynolds Buick/Pontiac/GMC Trucks, Inc.
President or Equal: Don Reynolds
Contact: John F. Slavin
RECOMMENDATION:
Staff recommends that the Colton Utility Authority authorize the City Manager to approve execution of a contract with
Reynold's Buick/Pontiac/GMC Trucks, Inc. in an amount not to exceed $45,562.36.
Prepared by: Mike Medina, Water Utilities Manager
REVIEW TEA .ONLY
bCity Attorney:1 t- Finance Director:
City Manager:
OTHER:
