ITEM #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 6, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: APPROVE RESOLUTION TO ADOPT THE REALLOCATION OF <br />MEASURE I FUNDED PROJECTS FOR FISCAL YEARS 1998 TO 2005 <br />TO MATCH EXPENDITURES AND APPROPRIATED BUDGETS. <br />DATE: October 24, 2005 <br />BACKGROUND: <br />As a recipient of Measure I funds the City of Colton must submit an annually approved Five <br />Year Plan to the San Bernardino Associated Governments (SANBAG), the agency which <br />oversees this funding source. Once the Five Year Plan is approved by Council it is forwarded to <br />SANBAG and serves as an outline of what projects the City plans to allocate its anticipated <br />Measure I revenue for the upcoming five years. Council action was taken on May 6, 2003 to <br />match the City's expenditures between 1996/1997 to 2001/2002 with its Five Year Plans. <br />Approved Five Year Plans since that date have been amended during the fiscal year and do not <br />match the fiscal year's originally approved Five Year Plans. As a reference point the added and <br />deleted projects are listed below by fiscal year. <br />Projects added from fund balance during to the 2002-2003 fiscal year are: <br />• Slurry Seal Phase 1 $300,000 <br />• CDBG N. Colton $83,544 <br />• CDBG NE Colton $104,644 <br />• CDBG SW Colton $76,714 <br />• CDBG Street and Alley $177,233. <br />The added projects in 2002-2003 increased the Capital Improvement Projects (CIP) budgeted <br />by $742,135. The Colton Avenue Widening Project was listed in the 2002-2003 Five Year <br />Measure I Plan but was removed from the Five Year Measure I Plan ($230,000); the Slurry Seal <br />Phase 111 Project was moved up from 2003-2004 into 2002-2003. <br />In addition to the projects added from fund balance in fiscal year 2003-2004 the Reche Canyon <br />Washington to County Line Project was moved up into the 2003-2004 projects from 2005-2006. <br />Projects added from fund balance during the 2003-2004 fiscal year are: <br />• Pavement Management $80,000 <br />• Cooley Drive Bike Lane $95,591. <br />The added projects in 2003-2004 increased the CIP budget by $175,591. <br />During fiscal year 2004-2005, the appropriation to the Reche Canyon Washington to County <br />Line Project was increased by $32,302 and the Main & Iowa Project was added with a budget of <br />$100,000, subsequently Slurry Seal Phase 1V and 8th Street Projects were moved into fiscal <br />year 2005-2006. The May 6, 2003 agenda listed two projects with unallocated funds. One of <br />those projects was the Colton Bike Lane Project which has been budgeted in account 457- <br />
