The community benefits from the improvement in the quality of this <br />historic structure. <br />Ms. Carmen Jimenez, owner of the residential property at 140 West C Street, desires to improve <br />her property. Ms. Jimenez realizes there are tax advantages associated with entering into an <br />historic property preservation agreement ("Mills Act Contract") before initiating the restoration of <br />the property and is requesting the City's assistance by entering into this agreement. The Historic <br />Preservation Commission, at their meeting on November 9, 2005, unanimously supported Ms. <br />Jimenez's application to obtain an historic property preservation agreement with the City. <br />FINANCIAL IMPACT: <br />No financial impact is anticipated from the execution of the proposed agreement. <br />ENVIRONMENTAL IMPACT: <br />No environmental impact is anticipated from the execution of the proposed agreement. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Not applicable. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the Historic Property Preservation Agreement <br />("Mills Act Contract") with Ms. Carmen Jimenez or the property at 140 West "C" Street, Colton, <br />California and authorize the City Manager, as the Preservation Officer, to execute the agreement. <br />Attachment: Historic Property Preservation Agreement <br />Prepared by: Jessie Webster, Community Development Department <br />
