CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 6, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />MIKE WILLIAMS, CITY TREASURER <br />ITEM #15 <br />SUBJECT: AWARD OF CONTRACT FOR COMMUNITY FACILITY DISTRICT <br />(CFD) ADMINISTRATION SERVICES TO MUNI FINANCIAL IN THE <br />AMOUNT OF $17,925 PER YEAR <br />DATE: <br />BACKGROUND: <br />Pursuant to the Mello -Roos Community Facilities Act of 1982, at various times in the past the City <br />Council approved the issuance of bonds for the purpose of infrastructure improvements. These <br />bonds are identified as Community Facilities Districts (CFD's) 87-1, 88-1, 89-1, 89-2 and 90-1. <br />Property owners within the CFD's are obligated to pay the debt service and administrative costs. <br />These costs are paid via annual taxes placed on the tax roll. <br />DISCUSSION/ANALYSIS: <br />For approximately the past ten years, Scott and Associates have provided consulting services and <br />is currently operating under a contract extension through the end of the current calendar year. In <br />keeping with the City Council policy of rotating consultants periodically (where applicable) on May <br />31, 2005 the City of Colton went through a competitive process to select a consultant for the <br />administration of the CFD's. Staff received many responses and some were dismissed as not <br />complying with the criteria described in the Request for Proposal (RFP) and we have narrowed <br />the respondents down to the top four firms. <br />Strictly on a pricing basis, the following is the order in which the top four firms line up: <br />1. Muni Financial $17,925 <br />2. Berryman & Henigar $20,055 <br />3. Koppel & Gruber Public Finance $20,070 <br />4. Scott Associates $20,770 <br />The above quotes do not include costs associated with travel to CFD Commission meetings and <br />other miscellaneous reimbursable expenses. However these costs are very similar with all <br />respondents and have been removed from the analysis for comparison purposes. Muni Financial <br />and Berryman & Henigar have electronic/online parcel databases/statistics that can be accessed <br />via the internet by City staff, whereas Koppel & Gruber and Scott Associates have not indicated <br />that this feature is available at this time. This feature will enable City staff to respond to customer <br />requests in an expedient manner. It should be noted that Scott Associates have served the City <br />of Colton and the CFD Commission for the past ten years and have provided good customer <br />service and timely reporting. Muni Financial is the current consultant to the two Lighting and <br />Landscape Districts and provides good customer service and timely reporting. <br />A staff report was prepared for the October 3rd CFD Commission meeting recommending Muni <br />Financial as the Consultant, but due to the lack of a quorum a meeting was not conducted untill <br />
