CITY OF COLTON ITEM #20 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF DECEMBER 6, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMER JAHKER, P.E., CITY ENGINEER <br />SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION #2119 TO <br />INCLUDE ADDITIONAL THROUGH STREETS AND STOP <br />INTERSECTIONS, PALM AVENUE APPROACHING ROSEDALE <br />AVENUE FROM THE EAST AND WEST. <br />DATE: November 28, 2005 <br />BACKGROUND: <br />The State of California Vehicle Code allows the installation of traffic control devices, if adopted by <br />a City ordinance or a resolution. Section 21 of City of Colton Resolution # 2119 lists through <br />streets and stop intersections within the City of Colton. The intersection of Palm Avenue and <br />Rosedale Avenue is currently bounded by the City of Colton to the west and City of Grand Terrace <br />to the east. <br />ANALYSIS/DISCUSSION: <br />At the intersection of Palm Avenue and Rosedale Avenue visibility is limited due to the slope and <br />vegetation located on the northeast corner of the intersection thereby creating an unsafe condition <br />for motorists. The location has been reviewed by the City of Colton Traffic Safety Committee on <br />August 10, 2005. Recent Traffic Counts and accident reports for the last 2 years were also studied <br />as part of the review. The committee recommended approval contingent upon the approval from <br />the City of Grand Terrace. <br />Staff recommends approval of the installation of the traffic control devices on Palm Avenue at <br />Rosedale Avenue to improve the visibility of that intersection and create a safer traffic condition <br />than currently exists. <br />FINANCIAL IMPACT: <br />This action will require the installation of two stop signs and the two advance warning signs. The <br />material cost for those installations will cost approximately $300.00; those funds are available <br />within account number 457-6625-6700-3890. <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST: <br />None <br />
