CITY OF COLTON ITEM #20 AGENDA REPORT FOR THE COUNCIL MEETING OF DECEMBER 6, 2005 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: AMER JAHKER, P.E., CITY ENGINEER SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION #2119 TO INCLUDE ADDITIONAL THROUGH STREETS AND STOP INTERSECTIONS, PALM AVENUE APPROACHING ROSEDALE AVENUE FROM THE EAST AND WEST. DATE: November 28, 2005 BACKGROUND: The State of California Vehicle Code allows the installation of traffic control devices, if adopted by a City ordinance or a resolution. Section 21 of City of Colton Resolution # 2119 lists through streets and stop intersections within the City of Colton. The intersection of Palm Avenue and Rosedale Avenue is currently bounded by the City of Colton to the west and City of Grand Terrace to the east. ANALYSIS/DISCUSSION: At the intersection of Palm Avenue and Rosedale Avenue visibility is limited due to the slope and vegetation located on the northeast corner of the intersection thereby creating an unsafe condition for motorists. The location has been reviewed by the City of Colton Traffic Safety Committee on August 10, 2005. Recent Traffic Counts and accident reports for the last 2 years were also studied as part of the review. The committee recommended approval contingent upon the approval from the City of Grand Terrace. Staff recommends approval of the installation of the traffic control devices on Palm Avenue at Rosedale Avenue to improve the visibility of that intersection and create a safer traffic condition than currently exists. FINANCIAL IMPACT: This action will require the installation of two stop signs and the two advance warning signs. The material cost for those installations will cost approximately $300.00; those funds are available within account number 457-6625-6700-3890. ENVIRONMENTAL IMPACT: None. CONFLICT OF INTEREST: None
