SUBJECT: APPROVE FIRST AMENDMENT TO THE COOPERATIVE AGREEMENT BETWEEN THE CITY OF COLTON AND THE CITY OF RIVERSIDE FOR CENTER STREET EXTENSION PROJECT IMPROVEMENTS. DATE: November 8, 2005 BACKGROUND: On June 1, 2000 the City of Colton entered into an agreement with the City of Riverside to provide improvements along Center Street (Center Street Extension Project). This project's scope of work involves extending Center Street from Main Street to Orange Street. Center Street is designated to be an 88 -foot arterial street, in the future, however at this time only 28 feet of pavement will be constructed, providing two travel lanes. Further improvements to the street will be constructed as adjacent properties are developed. In addition, to the street improvements 12 -inch sewer and water mains will be installed as well as a natural gas main. DISCUSSION/ANALYSIS: Per the original Cooperative Agreement between the City of Colton and the City of Riverside the engineering design will be completed solely by the City of Colton. The preliminary engineering, design plans, specifications and project estimate will be made available and approved by the City of Riverside prior to the Project entering its construction phase. The City of Riverside will be the lead agency for the construction phase of this project. The original agreement stated the project construction costs to be approximately $525,000; the costs would be shared by both cities, the City of Colton's share being 40% and the City of Riverside providing the remaining 60%. The First Amendment to the Cooperative Agreement with the City of Riverside will designate the City of Riverside as the lead agency for right-of-way acquisition and all other matters correspondent to the project. In addition, the project cost has been amended from its original estimate of $525,000 to $1,092,255; the City of Colton will provide 40% of these costs and the City of Riverside will provide 60% of the associated project costs. Currently the original Agreement has defined the project as Center Street between Bartlett Avenue and Orange Street. The First Amendment will correct the location of the project to read: Center Street from Orange Street to Placentia Lane. FINANCIAL IMPACT: The total project costs are estimated at $1,092,255. The City of Riverside will fund 60% ($655,353) of the project and the City of Colton will fund 40% ($436,902) of the project costs.
