City Council Meeting — November 15, 2005 <br />Specific Plan Amendment and Zone Text Change <br />Page 2 of 3 <br />Commercial Zone (C-2) development standards listed within the City Zoning Ordinance. <br />Although Regional Retail does not currently permit mini -warehouse facilities within the "Permitted <br />Land Uses and Development Standards" chart, "warehousing" is a permitted use under the similar <br />C-2 Zone, and staff ascertains that this would be an appropriate use within the Regional Retail <br />designated areas of the West Valley Specific Plan. <br />Current market trends show a demand for the personal storage facilities and this land use <br />amendment would allow the construction and operation of mini -warehouse facilities. The 2.6 acre <br />site is currently vacant and the requested Specific Plan Amendment and Zone Text Change will <br />afford the property owner the opportunity to improve the site, address the storage needs of <br />neighboring residents and businesses, and produce additional tax base for the City. <br />On October 25, 2005, the Planning Commission considered the applicant's project, along with a <br />request for a Design Review and Lot Merger for the construction and operation of a <br />miniwarehouse and recreational vehicle storage facility on 3.08 acres of vacant land located at <br />2078 West Valley Boulevard. The Commission approved the Design Review and Lot Merger with <br />the adoption of Resolution Number R-13-05 pending City Council adoption of Resolution Number <br />R-14-05, which is a recommendation to the City Council for approval of the Specific Plan <br />Amendment, Zone Text Change, and adoption of the Mitigated Negative Declaration. <br />ALTERNATIVES: <br />Deny the applicant's request and maintain the existing land use designation excluding <br />"miniwarehouse" as a use and maintain the current zoning parking development standards. <br />FISCAL IMPACT: <br />Positive impact; the property will be improved from its current vacant condition and will offer <br />additional tax base for the City. <br />ENVIRONMENTAL IMPACT: <br />Based on an Environmental Assessment, it was concluded that with mitigation there would be no <br />significant impact to the environment; therefore, the Planning Commission recommends approval <br />of a Mitigated Negative Declaration for the project. <br />CONFLICT OF INTEREST: <br />Babcock & Brown Storage Specialists <br />Contact: Robert Hanover <br />RECOMMENDATION: <br />Staff recommends that the City Council undertake the following actions: <br />1. Adopt an Ordinance of the City Council of the City of Colton amending the West Valley <br />Specific Plan to allow mini -warehouses in the West Subarea of the Specific Plan and <br />adoption of a Mitigated Negative Declaration and Mitigation, Monitoring, and Reporting <br />Program for File Index No. DAP -000-467 for property located at 2078 West Valley <br />Boulevard. <br />2 Adopt an Ordinance of the City Council of the City of Colton Amending Sections <br />18.22.120(A) and Section 18.36.030(B) of Colton Municipal Code amending certain <br />parking regulations for mini -warehouse facilities. <br />
