Based on the entire record before the City Council, all written <br />and oral evidence presented to the City Council, and the findings set forth in this <br />Ordinance, the City Council of the City of Colton hereby designates the Subject Site shown <br />on the attached Exhibit Al as within the "M-1" (Light Industrial) zoning district as defined <br />in Chapter 18.26 of the Colton Municipal Code. <br />SECTION 2. Based on the entire record before the City Council and all <br />written and oral evidence presented, the City Council finds that the Application is <br />consistent with the City of Colton General Plan ("General Plan"), and will systematically <br />implement the goals and objectives of the General Plan. Moreover, the City Council hereby <br />makes the following specific findings in accordance with Section 18.58.050 of the Colton <br />Municipal Code and state law: <br />A. The proposed zone change is in conformity with the General Plan of <br />the City because a general plan amendment request is being considered concurrently with <br />this Application. The general plan amendment changes the land use designation of the <br />Subject Site from "Medium Density Residential' to "Light Industrial." The proposed <br />zoning designation is consistent and in conformity with the proposed general plan <br />amendment for the Subject Site. In addition, the M-1 zoning district provides for land uses <br />compatible with surrounding property and the Colton Municipal Code. <br />B. The proposed zone change is reasonable and beneficial at this time <br />because it will not be a significant change of the existing uses on site. <br />C. The proposed change of zone will not adversely affect the <br />surrounding area or the community in general. The Subject Site is surrounded by <br />industrial and vacant uses. <br />D. The City Council has determined the proposed zone change is in the <br />public interest because it provides additional employment opportunities in the City of <br />Colton. <br />E. In considering this change of zone, the City has considered the <br />housing needs of the region and balanced those needs against the public service needs of <br />the residents and available fiscal and environmental resources. The redesignation of this <br />property from residential uses to industrial uses does not impact the City's ability to meet <br />its housing needs as there are still a sufficient number of properties in the City that are <br />zoned for residential uses that can accommodate the City's housing needs. <br />SECTION 3. Based on the entire record before the City Council and all <br />written and oral evidence presented, the City Council finds the Application complies with <br />CEQA and hereby adopts the negative declaration for the following reasons: <br />0RANGBMXM\19705.1 - 2 - <br />
