1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, under the police power granted by Article XI, Section 7 of the <br />California Constitution, the City may make and enforce all local police, sanitary and other <br />ordinances and regulations not in conflict with general laws; and <br />WHEREAS, the City Council has determined that the above referenced legal <br />authority allows the City to require approved types of emergency access devices for controlled <br />access gates at multi -unit residential properties; and <br />WHEREAS, the City Council hereby finds and declares that the regulation of <br />controlled access gates at multi -unit residential properties is necessary and prudent to protect <br />the public peace, safety and welfare, by assuring that emergency personnel are afforded <br />expeditious and unobstructed access to such properties within the City. <br />THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: <br />SECTION 1. The Colton Municipal Code is hereby amended by the addition of Chapter <br />15.52 which shall read as follows: <br />"CHAPTER 15.52 <br />EMERGENCY ACCESS DEVICES FOR CONTROLLED ACCESS GATES AT MULTI -UNIT <br />RESIDENTIAL PROPERTIES <br />Sections: <br />15.52.010 <br />Purpose. <br />15.52.020 <br />Definitions. <br />15.52.030 <br />Responsibilities of property owners. <br />15.52.040 <br />Violation; penalty. <br />15.52.050 <br />Tampering prohibited; penalty. <br />15.52.060 <br />Severability. <br />-2- <br />
