ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF DECEMBER 20, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR 0�/ <br />SUBJECT: APPROVE AND ADOPT THE PROPOSED RESOLUTION AMENDING <br />RESOLUTION R-1 14-04 FOR THE COLTON POLICE MANAGEMENT <br />ASSOCIATION (CPMA) WHICH ADOPTS EXHIBIT B, THE <br />CONSOLIDATED MEMORANDUM OF UNDERSTANDING. <br />DATE: DECEMBER 10, 2005 <br />BACKGROUND: <br />The one-year Memorandum of Understanding (MOU) with the Colton Police Management <br />Association (CPMA) expired on June 30, 2005. Representatives of the City and CPMA have been <br />negotiating for a successor MOU over the last several months. <br />ANALYSIS/DISCUSSION: <br />Representatives of the City and the Colton Police Management Association have reached an <br />agreement with a term to June 30, 2007. The successor MOU is attached as Exhibit A. <br />Some of the key provisions in the MOU provide the following: <br />The PMA, which is comprised of three (3) lieutenants, will realize a 20% top step <br />benchmark above a top step Sergeant retroactive to July 1, 2005. For FY 04/05, the salary <br />range will be $6,598 to $8,008. <br />POST Certificate allowance will be 10% of the employee's salary effective upon Council <br />approval of the MOU. <br />Eliminate 2% Longevity Pay effective upon Council approval of the MOU. <br />ENVIRONMENTAL IMPACT: <br />This item does not carry any environmental impact. <br />FISCAL IMPACT: <br />The cost of implementing the salary increases for the Colton Police Management Association will <br />be approximately $28,311.
