Tract 16249 and the assigning of new assessor parcel numbers by the County of San <br />Bernardino Assessor, the assessment number for each lot, as shown in Exhibit `A' will be <br />the same as each lot's assessor parcel number. <br />In compliance with the Landscape and Lighting Act of 1972, Part 2 of Division 15 of the <br />Streets and Highways Code of California, the City Council formed Landscape and Lighting <br />Maintenance Assessment District No. 2 in 2003. The corresponding Preliminary Engineer's <br />Report for the annexation of Tract 16289 and 16249 will annex these tracts into a new zone <br />(Zone 2) within the existing LLMD 2; the Preliminary Engineer's Report is available at the <br />City Clerk's Office as well as the existing Engineer's Report for LLMD 2. Owners of both of <br />these tracts will be mailed ballots no later than January 2, 2006. These ballots will be <br />opened and the results of the ballot will be disclosed at the public hearing scheduled for <br />February 21, 2006. <br />FINANCIAL IMPACT: <br />The annexation of developing tracts 16289 and 16249 into LLMD 2, Zone 2 will increase <br />LLMD 2 maintenance costs and revenue by $53,535.85 for fiscal year 2006/2007; the <br />corresponding Engineer's Report for LLMD 2 allows for an up to three percent increase per <br />year to accommodate increases reflected in the consumer price index released annually. <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Not Applicable. <br />RECOMMENDATION: <br />Staff recommends: <br />• Council adoption of the attached resolutions that would <br />1) initiate proceedings for the Colton Landscape and Lighting Maintenance <br />Assessment District No. 2, Zone 2 for Fiscal Year 2006/2007, <br />2) accept the Preliminary Engineer's Report and <br />3) set the Public Hearing for all concerns regarding this matter to be on <br />February 21, 2006. <br />Attachments: <br />Exhibit `A': Areas to be Annexed <br />Exhibit 'B': Cost Analysis <br />Exhibit `C': Annexation Consent and Waiver Forms <br />3 Resolutions <br />Prepared by: Maritza Tapia, Administrative Analyst <br />REVIEW TEAM ONLY <br />City Attorney: A . t --IC �, Finance Director: <br />OTHER: <br />City Manager: tics �Sl, �� <br />
