ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 20,2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: AUTHORIZE THE AWARD OF CONTRACT FOR THE <br />PRELIMINARY DESIGN AND REVIEW OF FIRE STATION <br />MODERNIZATION TO THE FIRM OF KWANG COOK AND <br />ASSOCIATES IN THE AMOUNT OF $25,000.00. <br />DATE: December 12, 2005 <br />BACKGROUND: <br />Fire Station No. 1 was built in the early 1930's, under the old WPA program. In the past 75 years, <br />equipment has become larger requiring modifications to the building. More importantly, the living <br />quarters were never intended for overnight crews and not for mixed gender accommodations. To <br />adjust the existing facility to meet its current needs upgrades and modernization of the living <br />condition is required. <br />ANALYSIS/DISCUSSION: <br />The Fire Chief and the City Engineer have preliminary proposals for the modernization of the <br />facility. It is essential that we engage an architect that can take these ideas and apply proper <br />space and dimensions including ADA requirements for the proper remodel and modernization <br />work. Although the agreement can be authorized by the City Manager, Kwang Cook & Associates <br />are contracted simultaneously for other capital projects requiring architectural services. The <br />contracts open at this time between the City of Colton and Kwang Cook & Associates total less <br />than $100,000 thus requiring Council action authorizing the award of the attached agreement. As <br />required by Section 3.08.070 (b) of the City's Purchasing Ordinance, the City has performed the <br />non-public informal bidding procedure. Staff requests a professional services agreement not to <br />exceed $25,000 be awarded to Kwang Cook and Associates for the architectural services needed <br />for the Fire Station No. 1 Remodel Project. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvement is exempt under State CEQA Guidelines Section 15302 (c) — <br />Replacement or reconstruction of existing utility systems and/or facilities involving no expansion of <br />capacity.
