FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AMEND CONTRACT TO HOUSTON & HARRIS PCS, INC. FOR ADDITIONAL SEWER <br />COLLECTION CLEANING IN AN AMOUNT NOT -TO -EXCEED $40,000 <br />DATE: DECEMBER 12, 2005 <br />BACKGROUND: <br />On April 21, 2005, Notice of Inviting Bids was sent to three (3) Contractors to provide Hydro -Wash <br />Siphon Services for the Wastewater Collection System on a demand basis. Two contractors <br />responded and staff reviewed the submitted bids for the scheduled line cleaning and after hours <br />emergency costs. Houston & Harris PCS, Inc. met the Sewer Department's specifications and <br />was the low bidder. <br />On May 5, 2005, a contract was awarded to Houston & Harris PCS, Inc. in an amount not -to - <br />exceed $24,950 for the remaining fiscal year 2004/2005. For fiscal year 2005/2006, a contract <br />was executed on July 7, 2005 in an amount not -to -exceed $24,950. On August 17, 2005, the <br />Houston & Harris, PCS, Inc. contract was amended to add an additional $35,000 to continue the <br />sewer cleaning throughout the city. As of December 9, 2005, Houston & Harris, PCS, Inc has <br />cleaned 410,000 feet of sewer lines. In comparison, last year City Crews cleaned a total of <br />60,000 feet, utilizing two trucks, four crew members and one supervisor. <br />DISCUSSION/ANALYSIS: <br />City Staff has been satisfied with the quality and quantity of the hydro -wash siphon services that <br />Houston & Harris PCS, Inc. has been providing as of July 27, 2005 for the Wastewater Collection <br />System. Therefore, staff is requesting to amend the contract to increase the existing purchase <br />order to add $40,000 additional funds to continue the collection system cleaning services <br />throughout the City. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Professional Services Account Number 522-8200-8200-2350- <br />0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: Houston & Harris PCS, Inc. <br />President or Equal: William C.
