FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: ACCEPT AND APPROVE RECORDATION OF GRANT EASEMENT FOR <br />UTILITY PURPOSES FROM PROPERTY OWNERS OF ASSESSOR <br />PARCEL NUMBER (APN) 0160-331-09 AT 1431 TEJON AVENUE COLTON, <br />CA. <br />DATE: DECEMBER 7, 2005 <br />BACKGROUND: <br />The City is replacing old steel water pipelines throughout the City of Colton. The existing pipeline <br />in Tejon Avenue terminates in a dead end. To improve the water quality, the water system needs <br />to be looped to the water pipeline on Herberts Lane, which necessitates the acquisition of an <br />easement. The property owners at 1431 Tejon Avenue (APN 0160-331-09), Pedro Villarreal and <br />Ana Maria Villarreal, agreed to dedicate the necessary easement. A signed copy of the grant <br />easement is attached as Exhibit "A". <br />DISCUSSION/ANALYSIS: <br />The property owners agreed to grant an easement for utility purposes in order to accommodate <br />the connection of the water pipeline in Tejon Avenue to the existing pipeline in Herberts Lane. <br />This connection will result in improved water circulation in the immediate area. The construction <br />of the pipeline is in an accessible location on the eastern edge of the property. <br />FINANCIAL IMPACT: <br />The total consideration for the easement is $500.00. Sufficient funds are available in Capital <br />Improvement Account, Number 521-8200-8206-3890-0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST <br />None <br />
