Vernon and Cooley Dr, which will be completed under a separate contract and landscape improvements, which includes installation of an irrigation line and landscape treatment on the median along Ashley Way and on the gap (dirt) between the right-of-way of 1-215 freeway and Ashley Way. The landscape project is ready for the bidding process. During this time, every attempt will be made by the Public Services/Engineering staff to ensure a wide range of potential bidders are reached by the advertising process. ENVIRONMENTAL IMPACT The proposed public improvement is exempt under CEQA Section 15304 (b) — new gardening or landscaping, including the replacement of existing conventional landscaping with water efficient or fire resistant landscaping. CONFLICT OF INTEREST None. FISCAL IMPACT Site preparation for the Big League Dreams Sports Park, necessitated the replacement and relocation of a 42" pipeline, totaling $444,444. The project was completed and funded as part of a change order to the EDA Project #07-01-05132 — Cooley Ranch Street Improvement and Rehabilitation Project. The $444,444 funds are due the Public Improvement projects to be completed as part of the Participation Agreement with EVLC. It is estimated that the Ashley Way Landscaping Project bids will cost approximately $175,000. Therefore, it is recommended that $175,000 of the $444,444 be repaid to the Participation Agreement public improvements at this time from the Big League Dreams Lease Revenue Bonds. The Ashley Way Landscaping Project will be budget in the amount of $175,000 in account number 457-6650-6652-3890. RECOMMENDATION Staff respectfully recommends that Council: • Authorize the request to solicit public bids for Ashley Way Landscaping Project. • Approve the resolution amending the budget by allocating $175,000 to Ashley Way Landscaping Project from Big League Dreams Lease Revenue Bonds.
