FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVE RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENT TO THE FULL-TIME POSITION OF UTILITY ENGINEER, IN <br />THE WATER/WASTEWATER DEPARTMENT <br />DATE: <br />JANUARY 24, 2005 <br />BACKGROUND: <br />The Water/Wastewater Department has several Capital Improvement projects in progress. Initial project <br />acceptance through final project approval requires having a full-time staff member to administer the various <br />areas and make sure all requirements are being met. The Utilities Engineer position has been in <br />recruitment since April of 2004. There have been several applicants who have applied for this position, but <br />none of the candidates meet the minimum qualifications for the Utilities Engineer classification. Based on <br />the need to provide service to the public, staff is requesting to underfill the position with an Engineering <br />Assistant. The salary range for the Engineering Assistant is $4,511 to $5,483 per month. <br />DISCUSSION/ANALYSIS: <br />An eligibility list for an Engineering Assistant was established by the Engineering Department. <br />Water/Wastewater Staff will recruit for said position from the established list. The candidate chosen will <br />meet the education and experience requirements as specified in the job description. <br />FINANCIAL IMPACT: <br />The position was authorized in the approved Fiscal Year 2003/04 Budget.
