Item #18 REDEVELOPMENT AGENCY FOR THE CITY OF COLTON For the Redevelopment Agency Board Meeting of January 18, 2005 TO: Honorable Chairperson and Doardmembers� FROM: Candace E, Cassel, Redevelopment Managgr 5 SUBJECT: Consideration and Approval to Set the Date "for a Public Hearing to Review and Adopt the 2005-2009 Redevelopment Implementation Plan for the meeting of February 15, 2005. DATE: January 10, 2005 BACKGROUND/ DISCUSSION Section 33490 to the Health and Safety Code requires that a redevelopment agency create and update an Implementation Plan every five years, An Implementation Plan identifies specific goals and objectives, activities and projects for each of the Agency's redevelopment project areas. On December 7, 1994, the Agency Board adopted Agency Resolution No. 654, which adopted the 1995-1999 Implementation Plan. Agency Resolution No. 752 was adopted on February 29, 2000, updating and approving the 2000-2004 Implementation Plan. On February 17, 2004, the Agency Board entered into a Professional Services Agreement with GRC Associates, Inc. to create the Agency's 2005-2009 Implementation Plan. Adoption of an Implementation Plan requires a noticed public hearing. In accordance with Health & Safety Code Section 33490(b), the Agency may hold one public hearing for all of its project areas provided all the project areas are included within the same Implementation Plan. The Agency Board is being requested to set the public hearing for the 2005 -2009 Implementation Plan for 6:00 pm on February 15, 2005 in the Council Chambers. Notice of the public hearing must be posted in at least four permanent places in each project area for a period of at least three weeks, ending at least ten days prior to the public hearing. In addition, notice of the public hearing must be published in a newspaper of general circulation once a week for three consecutive weeks. FINANCIAL IMPACT The cost of this action is included in the Agency's contract with GRC Associates, Inc. ENVIRONMENTAL IMPACT Pursuant to Health and Safety Code Section 33490(8), the adoption of an Implementation Plan does not constitute a project within the meaning of Section 21000 of the Public Resources Code.
