Item #18 <br />REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON <br />For the Redevelopment Agency Board Meeting of <br />January 18, 2005 <br />TO: Honorable Chairperson and Doardmembers� <br />FROM: Candace E, Cassel, Redevelopment Managgr 5 <br />SUBJECT: Consideration and Approval to Set the Date "for a Public <br />Hearing to Review and Adopt the 2005-2009 Redevelopment <br />Implementation Plan for the meeting of February 15, 2005. <br />DATE: January 10, 2005 <br />BACKGROUND/ DISCUSSION <br />Section 33490 to the Health and Safety Code requires that a redevelopment agency create <br />and update an Implementation Plan every five years, An Implementation Plan identifies <br />specific goals and objectives, activities and projects for each of the Agency's redevelopment <br />project areas. On December 7, 1994, the Agency Board adopted Agency Resolution No. <br />654, which adopted the 1995-1999 Implementation Plan. Agency Resolution No. 752 was <br />adopted on February 29, 2000, updating and approving the 2000-2004 Implementation Plan. <br />On February 17, 2004, the Agency Board entered into a Professional Services Agreement <br />with GRC Associates, Inc. to create the Agency's 2005-2009 Implementation Plan. <br />Adoption of an Implementation Plan requires a noticed public hearing. In accordance <br />with Health & Safety Code Section 33490(b), the Agency may hold one public hearing <br />for all of its project areas provided all the project areas are included within the same <br />Implementation Plan. The Agency Board is being requested to set the public hearing for <br />the 2005 -2009 Implementation Plan for 6:00 pm on February 15, 2005 in the Council <br />Chambers. <br />Notice of the public hearing must be posted in at least four permanent places in each project <br />area for a period of at least three weeks, ending at least ten days prior to the public hearing. <br />In addition, notice of the public hearing must be published in a newspaper of general <br />circulation once a week for three consecutive weeks. <br />FINANCIAL IMPACT <br />The cost of this action is included in the Agency's contract with GRC Associates, Inc. <br />ENVIRONMENTAL IMPACT <br />Pursuant to Health and Safety Code Section 33490(8), the adoption of an Implementation <br />Plan does not constitute a project within the meaning of Section 21000 of the Public <br />Resources Code. <br />
