FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS
SUBJECT: AWARD OF BID TO FURNISH MATERIALS REQUIRED FOR MARYLAND
AVENUE, OHIO AND ESPERANZA STREET PIPELINE REPLACEMENT
PROJECT
DATE: JANUARY 10, 2005
BACKGROUND:
The City of Colton has old steel water mains that are over 50 years old. The old steel pipes are corroded
and rusty causing leaks and discolored water to our customers.
DISCUSSION/ANALYSIS:
To correct the problem of the discolored water and leaks in the old steel pipes, a Mainline Replacement
Program was implemented to replace the old steel pipes. It was determined that the Pipeline Replacement
Projects would start in the western zone of Colton where the steel pipes are over 50 years old. The City's
Water Division has replaced 5,360 feet of 6" old steel pipe with 8" Polyvinyl Chloride (PVC) pipe as well as
adding new fire hydrants and appurtenances to the affected residents.
Requests for Quotes were sent to National Water Works, Inland Water Works and Western Water Works
for piping and appurtenances for Maryland Avenue, Ohio and Esperanza Street to replace 1,940 feet of the
old steel pipes. Three (3) quotes were received and evaluated. Western Water Works is the lowest bidder
for the piping and materials needed for the Pipeline Replacement Project.
FINANCIAL IMPACT:
Sufficient funds are available in the Capital Improvement Main Line Replacement Account 521-8100-8106-
3890-0000-000.
ENVIRONMENTAL IMPACT:
None
CONFLICT OF INTEREST — Gift Disclosure Requirements
Exact Business Name: Western Water Works Supply Co.
President or Equal: Don Hines, President
Contact: Eugene Ruiz, Sales Representative
RECOMMENDATION:
Staff recommends that the Colton Utility Authority authorize the City Manager to execute a contract with
Western Water Works Supply Company in an amount not -to -exceed $35,918.62.
Prepared by: Eva Elias, Sr. Utilities Financial Analyst
REVIEW TEA O L
City Attorney: Finance Director: SIIRG
City Manager: OTHER:
7/10/03 City Clerk's Office Cb
