ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF, JULY 5, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DILU DE ALWIS —FINANCE DIRECTOR W <br />SUBJECT: REQUEST FOR RECRUITMENT, RATIFICATION OF EMPLOYEE <br />APPOINTMENTS TO RISK MANAGEMENT TECHNICIAN POSITION <br />IN THE RISK MANAGEMENT DIVISION OF THE FINANCE <br />DEPARTMENT <br />DATE: JUNE 27,2005 <br />BACKGROUND: <br />Since the retirement of the Risk Manager in August 2003, the Risk Management Division under <br />the direction of the Finance Department has operated in maintenance mode utilizing part-time <br />personnel. Even though staff has kept up with the timely maintenance of the functions of this <br />division, there has been a void that staff is requesting to be filled in order to comply with other <br />issues relative to Risk Management. With the hands-on management of these functions shared <br />by the Finance Director and the Human Resources Director, the vacant Risk Manager position is <br />being down graded to a Risk Management Technician. As part of the budget process, the City <br />Council authorized this change and the job description for this position is attached. The salary <br />range for this position is $2,607 - $3,168 per month. <br />ANALYSIS/DISCUSSION: <br />The Risk Management functions for the City of Colton are currently shared by the Finance <br />Director and the Human Resources Director and one part-time staff position. This configuration is <br />not sufficient to maintain the number of public liability and workers compensation claims that are <br />considered as active status. The timely recording, filing and rejecting claims (when necessary) is <br />critical and requires full time monitoring by staff. In addition to these strict time lines, this position <br />will also be required to assist in conducting regular safety meetings and document such meetings <br />to meet State and Federal mandates. The lack of such documented meetings poses potential <br />fines and penalties from various outside agencies. This position will report to the Human <br />Resources Director relative to workers compensation issues and to the Finance Director relative <br />to Public Liability and Property related issues. <br />FISCAL IMPACT: <br />The Fiscal Year 2005-06 budget includes the cost for salary and benefits for this new position. <br />The accounts of 605-6040-8601-1010 (salary) and 605-6040-8601-1100 (salary related benefits) <br />will be charged. This position is budgeted in the Internal Services Fund and is funded through <br />allocations to other departments. <br />
