ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JULY 05, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Jeannette Olko, Electric Utility General Manager <br />SUBJECT: Request for Approval of Professional Services Agreement with SPL <br />WorldGroup, Inc. <br />DATE: June 27, 2005 <br />BACKGROUND: <br />In April 2002, the City purchased an enterprise asset management system (EAM) from SPL <br />WorldGroup, Inc., formerly Synergen. The city uses the software for purchasing, inventory, <br />service requests, work orders and project tracking. To facilitate the use of the Customer Service <br />Request module in SPL EAM, an interface between SPL EAM and the new utility billing software <br />(CIS Infinity) is necessary to link the customer data between the two systems. <br />DISCUSSION/ANALYSIS: <br />The Customer Service Request module in SPL EAM is used to track customer requests for <br />service that come in to various departments. Having updated customer data (name, service <br />address, and meter information) already populated in the module will make use of the module <br />more efficient and effective. The exchange of information between SPL EAM and CIS Infinity will <br />be near real-time. <br />The Colton Municipal Code, Title 3, Chapter 3.08.140 E states in part, "Competitive bidding, either <br />formal or informal, is not required when the City Manager determines that it is in the best interest <br />of the city and its administrative operations to dispense with public bidding." Because the software <br />is proprietary, and owned by SPL WorldGroup, Inc., the work on the interface must be performed <br />by SPL WorldGroup. Therefore staff is recommending that the City Council waive the bidding <br />requirement and approve the agreement with SPL WorldGroup, Inc. The term of the contract will <br />run through November 30, 2005, and the proposed time and material cost is estimated at <br />$50,716. <br />FINANCIAL IMPACT: <br />Funds are available in FY 05-06 in the Electric Utility Customer Service capital account number <br />520-8000-8007-3890-0107-000. <br />ENVIRONMENTAL IMPACT: <br />None. <br />
