These increases total $0.734. The increase in CPI as described in the previous section is to allow <br />for increasing costs that are calculated based on each years local CPI index, the January 2005 <br />CPI local index was 3.70%. The County per ton disposal cost of solid waste is increasing due the <br />County's unforeseen need to treat the perchlorate impacted groundwater near the Mid -Valley <br />Landfill. Various cities throughout the County of San Bernardino are discussing the possible <br />rerouting of the County Disposal Cost Increase so that it does not get picked up by the ratepayers <br />or cities. The Franchise Fee is 15% of the rate charged by Republic Industries that is received by <br />the City. <br />Once the aforementioned residential rate, $18.62, is adjusted to incorporate the 4% Utility Users <br />Tax approved by the voters in March 2004, the monthly single family rate billed to the resident will <br />be $19.35. The total rate charged would experience a $0.77 increase from last fiscal year's billed <br />rate of $18.58 to the new total rate of $19.35 for a residential single family. <br />RESIDENTIAL SERVICES <br />The proposed commercial rates vary depending on the needs of the business and are displayed <br />in the attachment. The most commonly chosen service by the commercial sector within the City is <br />the 3 -yard bin with one weekly pick up day. The proposed commercial rate is $104.51.
