ITEM #11 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF JULY 19, 2005 TO: Honorable Mayor and Members of the City Council FROM: Candace E. Cassel, Redevelopment Director SUBJECT: Consideration and Approval of Contract for Professional Service with W.J. McKeever Inc. for Completion of ALTA Survey. DATE: July 11, 2005 BACKGROUND The City of Colton entered into a Purchase and Sale Agreement on May 3, 2005, with Agua Mansa River Farms, L.P., in order to purchase approximately 72 acres: apn 0260-091-77 (55 acres) and 0260-091-78 (16.94 acres). The City will assign its rights under the purchase and sale agreement to the Fortune 500 Company, RIX facility, and developer. Any costs incurred by the City as part of the acquisition of the property will be reimbursed as part of the sale of the property to the entities the City assigns the Purchase and Sale Agreement to. As part of the due diligence process to acquire the property, preliminary title reports on the properties are being reviewed and a Phase 1 environmental investigation is underway. An ALTA survey is also needed to determine the exact dimensions and boundaries of the site, as well to identify and document all easements or other items that may affect the full use of the property. DISCUSSION/ANALYSIS The Agency has solicited proposals from four local civil engineering firms to complete an ALTA survey on the subject properties. Due to heavy workloads, three of the candidates were unable to submit proposals. A copy of the proposal that was submitted by W.J. McKeever Inc. for $31,760 is attached to hereto as Exhibit "A". FINANCIAL IMPACT The cost of the ALTA survey is $31,760 and will be charged to account # 762-2360, pending reimbursement from the assignees at close of escrow.
