CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 7, 2005 <br />Item #9 <br />TO: HONORABLE MAYOR AND CITY COUNCIL u� <br />FROM: Anthony Arroyo, Human Resources Director 0 <br />SUBJECT: Approve Extension of Disability Leave to August 31, 2005 for Vicki <br />Porter, Executive Assistant in Human Resources <br />DATE: May 25, 2005 <br />BACKGROUND: <br />On or about November 15, 2004, the City Manager and Human Resources Director met with Vicki <br />Porter concerning her modified duty due to a non -industrial injury. Ms. Porter was seeking City <br />Manager approval to work from home during this modified duty; per her doctor's order, she was to <br />work three hours per day up to 12 hours per week. Ms. Porter's work schedule was monitored <br />closely; she typically worked between 12-14 hours per week. This modified duty was to last an <br />unspecified amount of time. Ms. Porter's duties included providing the Human Resources <br />Department assistance getting various documents ready, assisting staff and conducing research <br />for me. <br />On May 23, 2005, Ms. Porter met with the Human Resources Director to advise the city that her <br />doctor was placing her on full disability. She is now seeking Council authority to extend her leave <br />to August 31, 2005, which is her eighth anniversary with PERS. In as much as she cannot <br />physically work, her assistance is valuable; she always avails herself by phone or e-mail. <br />DISCUSSION/ANALYSIS: <br />Administrative Policy 4.01, Section 9 (Attendance and Leaves), states in part, "a leave longer than <br />six months may be granted only by the City Council [and] [nlo such leave shall be granted except <br />upon written request of the employee." Ms. Porter submitted her request via e-mail (see <br />attachment). <br />Ms. Porter is an important part of the city's Human Resources Department. She has a tremendous <br />amount of institutional knowledge of past city practices and continues to assist the department in <br />conducting its operations despite the modified work schedule. Extending her disability leave would <br />enhance her retirement just enough for her and her husband to be financially stable. <br />Ms. Porter's letter explains in detail the financial constraints she and her family are currently under. <br />To extend her leave would assist her now and in the future through her PERS disability retirement. <br />FINANCIAL IMPACT: <br />The cost to the city for the next six pay periods will be approximately $3,900. This will be charged <br />to the Human Resources account #100-6030-6030-1010. <br />ENVIRONMENTAL IMPACT: <br />None. <br />CONFLICT OF INTEREST – Gift Disclosure Requirements <br />
