Zamora, Community Development Director <br />SUBJECT: Approval of a Professional Services Agreement with Michael Brandman <br />Associates (MBA) to Provide Professional Environmental <br />Services/CEQA Processing for the Proposed Iron Horse Hills Residential <br />Development Project, Tentative Tract Map No. 16798. <br />DATE: May 26, 2005 <br />BACKGROUND: <br />On August 16, 2004, Colton Land Investments, LLC, submitted a development application <br />requesting approval of an environmental assessment, a Specific Plan Amendment to the Reche <br />Canyon Specific Plan, and approval of Tentative Tract Map Number 16798, a proposal to <br />subdivide approximately 119.6 acres of vacant land to provide for 247 dwelling units on <br />approximately 36 acres, open space on 72 acres, and 11 acres of streets and other public <br />improvements. The project site is located east of Barton Road and south of Hilltop Drive, located <br />within the Reche Canyon Specific Plan area. The proposed project requires the City to comply <br />with the California Environmental Quality Act (CEQA) by assessing any potential environmental <br />impacts. Based on the results of an Initial Study that was prepared by Tom Dodson Associates, <br />staff determined that an Environmental Impact Report is required for the proposed project in order <br />to address potential environmental impacts and to determine appropriate mitigation measures. <br />ANALYSIS/DISCUSSION: <br />The proposed project will be located on a site encompassing approximately 119.6 acres of vacant <br />land located within the Reche Canyon Specific Plan area. It includes the proposed development <br />of 247 residential dwelling units, streets, sidewalks, curbs, gutters, parks, and open space. An <br />Initial Study that was prepared by Tom Dodson Associates determined that an EIR is required in <br />order to address potential environmental impacts. Staff prepared and issued a Request for <br />Proposal (RFP) for Preparation of an Environmental Impact Report for the proposed project. The <br />RFP was mailed to environmental consultants locally and throughout the state. Staff received four <br />proposals for the proposed project. <br />After staffs review of the four proposals and in consultation with the references listed by the <br />consultants, the firm of Michael Brandman Associates was found to best meet the needs of the <br />City. The applicant (Colton Land Investments LLC) is required to pay for the Environmental Impact <br />Report and any subsequent environmental services in order to comply with CEQA. Thus <br />execution of this agreement is contingent upon the applicant entering into a reimbursement <br />agreement with the City. <br />ALTERNATIVES: <br />Reject staffs recommendation and direct staff to re -solicit request for proposals for professional <br />
