Item #20 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 7,2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZE THE AWARD OF CONTRACT FOR THE DESIGN <br />OF RANCHO MEDITERRANIA ELECTRICAL SYSTEM <br />UPGRADE TO DANIEL AND ASSOCIATES IN THE AMOUNT <br />OF $7,200. <br />DATE: MAY 31, 2005 <br />In 1993, the Redevelopment Agency acquired Rancho Mediterrania as part of a litigation <br />settlement. The Agency's intent was to sell off each individual lot to low to moderate income <br />households for the purposes of maintaining and preserving low to moderate income housing units <br />within the City. <br />For the past several years, Rancho Mediterrania has experienced recurring high voltage electrical <br />system failure which causes blackouts for the entire subdivision. This failure is due to continuous <br />deterioration of direct buried high voltage cables that were originally installed to nm the system. <br />In March of 2005, staff contacted Daniel and Associates to make a preliminary assessment of this <br />recurring electrical system failure. Staff provided Daniel and Associates with all of the available <br />maintenance records and met with Subsurface Electric, Inc. (electrical maintenance contractor of <br />Rancho Mediterrania) for further data gathering. <br />ANALYSIS/DISCUSSION: <br />Daniel and Associates recommended that all the high voltage cable for the whole subdivision be <br />replaced. Direct buried cable life is good for 20 years and it will start to deteriorate beyond that <br />period. Insect and animal bites also contributed to further cable deterioration. He also recommended <br />dividing the system into several separate circuits to avoid total blackout of the whole subdivision. <br />Since the City will need plans and specifications to address this problem and put this project out for <br />bid, staff recommends is retaining the services of Daniel and Associates for $7,200. The scope of <br />work is providing an electrical and street lighting plan for the whole subdivision and providing the <br />
