Item #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF March 1, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Consider Adoption of Resolution Authorizing "Designation of <br />Applicants Agent" to apply for Federal Assistance <br />DATE: February 15, 2005 <br />BACKGROUND: <br />As a result of heavy rains in Southern California, the President signed a Federal major disaster <br />declaration on February 4, 2005. His action sets into motion the process to apply for Federal and <br />state reimbursement for storm related costs. The Fire Department coordinates this process as <br />part of our disaster preparedness responsibilities. One part of the process is to adopt a resolution <br />authorizing "Designation of Applicant's Agent". <br />DISC USSION/ANALYSIS: <br />Throughout the reimbursement process, it is necessary to meet with representatives from State <br />OES (Office of Emergency Services) and FEMA (Federal Emergency Management Agency) and <br />also to sign documents relating to reimbursement. To insure a smooth application process three <br />positions should be named as Designated Applicant's Agents. <br />In the past the City has designated specific names, however, it is desirable to state job titles rather <br />than specific names to expedite the process when personnel changes have been made. <br />FINANCIAL IMPACT: <br />The City's application for reimbursement will not be processed without a Resolution designating <br />Applicant's Agent, which would result in a loss of reimbursement for storm related costs. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST <br />None <br />
