Item #10 <br />TO: <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH 1, 2005 <br />MAYOR AND CITY COUNC <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Consider Approval of a Resolution Adopting the City of Colton's <br />Annex to the San Bernardino County Multi-Jurisdictional Hazard <br />Mitigation Plan <br />DATE: February 22, 2005 <br />BACKGROUND: <br />The Disaster Mitigation Act of 2000 requires jurisdictions (states, counties, cities, towns, and <br />special districts) to have a local Hazard Mitigation Plan approved by the Federal Emergency <br />Management Agency by November 1, 2004, in order to be eligible for pre and post disaster <br />mitigation funds administered by FEMA. Per Council Resolution, we have joined with San <br />Bernardino County and every city/town within the county in preparing a multi-jurisdictional Hazard <br />Mitigation Plan. That Plan, including the annex for the City of Colton, has been reviewed and <br />tentatively approved by San Bernardino County OES, California State OES and by FEMA. The <br />only remaining requirement is for the City of Colton to officially adopt the San Bernardino County <br />Operational Area Multi-Jurisdictional Hazard Mitigation Plan by resolution and to sign the letter of <br />adoption. <br />DISCUSSION/ANAYSIS• <br />A Hazard Mitigation Plan requires a city to identify its natural hazards, profile those hazards in <br />detail, assess its vulnerabilities to those hazards, establish hazard mitigation goals, and identify <br />projects to help mitigate those hazards. <br />The City of Colton Hazard Mitigation Plan is a comprehensive description of the jurisdiction's <br />commitment to reduce or eliminate the impacts of disasters. This Plan was developed in <br />partnership with the San Bernardino County Operational Area Multi-Jurisdictional Hazard <br />Mitigation Plan. The Plan is coordinated and maintained by the City of Colton but is the <br />culmination of input and recommendations from ourjurisdiction and from numerous stakeholders <br />from the public, private businesses, and organizations. <br />in adopting this Plan, the City of Colton agrees to comply with all applicable state and federal <br />statutes and regulations and will update the plan at least every five years. The Plan may be <br />amended to reflect new or revised state and federal statutes and regulations. <br />Future amendments will also reflect changes to the City of Colton's organization and policy as <br />appropriate. <br />
