Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 1, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Approve Acceptance of State Homeland Security Grant and Adopt a <br />Resolution Amending the Budget for Fiscal Year Commencing July <br />1, 2004 and Ending June 30, 2005 <br />DATE: February 15, 2005 <br />BACKGROUND: <br />As part of the national effort to prepare for potential terrorist attacks, the United States Department <br />of Homeland Security made grant funds available to local first responders. This funding is <br />administered through the State Homeland Security Grant Program and locally through the San <br />Bernardino County Office of Emergency Services (OES). The grant is available on a <br />reimbursement basis and does not require matching funds. <br />The Federal government has mandated that the funds be earmarked for the following categories: <br />equipment, exercises, training, and planning and administration. Expenditures in the equipment <br />category were required to come from federally approved equipment lists. <br />DISCUSSION/ANALYSIS: <br />The grant, in the amount of $29,214 has been approved by the State Office of Homeland Security <br />and the County Board of Supervisors. The grant funds received by the Fire Department will be <br />expended in the equipment category and will be used to purchase weapons of mass destruction <br />(WMD) personal protective equipment, search and rescue equipment, and a Hazardous Materials <br />Haz-Cat kit. <br />The grant requires that we purchase the equipment, which has been approved, and then submit a <br />reimbursement application to San Bernardino County OES. <br />FINANCIAL IMPACT: <br />Acceptance of the State Homeland Security Grant requires an amendment to the 2004/2005 <br />Fiscal Year Budget, increasing the Revenue Estimate in Account Number 225-5879 in the amount <br />of $29,214 and increasing appropriations in Fire Department Account Number 225-6090-6091- <br />2301 in the amount of $29,214. <br />ENVIRONMENTAL IMPACT: <br />None anticipated <br />
