Item #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH 1, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: APPROVE AGREEMENT WITH THE COLTON JOINT UNIFIED <br />SCHOOL DISTRICT TO PROVIDE AN AMOUNT NOT TO EXCEED <br />$30,000.00 TO ALLOW THE DISTRICT TO FUND CROSSING GUARD <br />SERVICES; AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND <br />EXECUTE THE AGREEMENTS <br />DATE: FEBRUARY 18, 2005 <br />BACKGROUND: <br />The City has assisted in the funding of the school crossing guard program for many years. Last <br />year the City provided $62,500.00 towards the program. This year we advised the DISTRICT of <br />our desire to no longer participate in the funding of this program. We agreed to fund an amount <br />not to exceed $30,000.00 for this fiscal year, which was approved in the current budget, with an <br />understanding that this would be our final year of participation. <br />ANALYSIS/DISCUSSION: <br />There is no requirement that either the City or the DISTRICT provide crossing guards for children <br />walking to school. The police department recognizes the concerns for the safety of the children <br />and believes that current funding would be better utilized in improving traffic enforcement <br />programs. <br />ALTERNATIVES: <br />Do not accept staff recommendations and maintain existing agreements with the DISTRICT. <br />ENVIRONMENTAL IMPACT: <br />None. <br />FISCAL IMPACT: <br />Reducing the amount of the City's contribution to the crossing guard program will save the City <br />$32,500.00. The expenditures and revenues were approved in the current General Fund Budget <br />for Fiscal Year 2004/ 2005. <br />
