Item #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MARCH 15, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION TO ADOPT THE REVISED FLOOD <br />INSURANCE RATE MAPS TO REFLECT LETTER OF MAP <br />REVISIONS (LOMR). <br />DATE: MARCH 7, 2005 <br />BACKGROUND: <br />The 550 -foot -tall Seven Oaks Dam is located on the Santa Ana River in the upper Santa Ana <br />Canyon about eight miles northeast of Redlands. Authorization for the project construction is <br />contained in the Water Resources Development Act of 1986. Construction began in May 1994 and <br />was completed on November 15, 1999. <br />The construction of the Seven Oaks Dam has led the Federal Emergency Management <br />Agency to issue new flood insurance rate maps for areas surrounding the Santa Ana River in San <br />Bernardino County, which means relaxed building restrictions and reduced insurance rates for <br />county residents and employers. <br />The new maps dated February 23, 2005 changes zone A-99 and Zone AE to Zone X. In Zone <br />X, the properties are no longer in the 100 year flood plain. <br />ANALYSIS/DISCUSSION: <br />The request for the revision of the Flood Insurance Rate Map (FIRM) and the Flood <br />Insurance Study (FIS) was requested by the San Bernardino County. The revised maps show a <br />reduced floodplain and temporary restrictions for the old floodplain. The restricted area, Zone AE, <br />shows the reduced floodway around the Santa Ana River because of the completion of the Seven <br />Oaks Dam. The area that is no longer in the flood plain are shown as Zone X. <br />The cities of Colton, Grand Terrace, Rialto, Highland, Redlands, San Bernardino and nearby <br />unincorporated areas have new maps that became effective February 23, 2005. <br />
