Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF March 15, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., City Engineer <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING THE SUBMITTAL OF <br />THREE APPLICATIONS FOR THE'CITY MAKEOVER PROGRAM' <br />REQUESTING $245,000 IN GRANT FUNDING. <br />DATE: March 8, 2005 <br />BACKGROUND: <br />The Metropolitan Water District of Southern California is accepting applications until March 30, <br />2005 for its City Makeover Program. This grant opportunity is making funds available for <br />applicants interested in the following four categories: 1) Institutional Improvement: landscaping <br />projects that use California Friendly plants and improve water efficiency at three or more related <br />sites 2) Signature Projects: landscaping projects using California Friendly plants in areas of strong <br />community involvement 3) Small Parks and Gardens: pocket parks, and 4) Next Step Educational <br />Grants: funds available to past recipients of this grant for Protector del Agua training courses. <br />DISCUSSION/ANALYSIS: <br />The City anticipates submitting applications for the first three categories of the above mentioned <br />grant opportunities. The City will submit the following project proposals requests: 1) La Cadena <br />Drive Beautification: a landscaping project incorporating the California Friendly theme at La <br />Cadena Drive and Rancho Avenue which will landscape both sides of the street as well as the <br />underpass ($150,000), 2) La Cadena Drive Median Improvement: a beautification project to add <br />landscaping to the median from Litton Avenue to Barton Road along La Cadena Drive ($75,000), <br />and 3) 'C' Street Park: a pocket park at the 'C' Street underpass ($20,000); the La Cadena Drive <br />Median Improvement project will be submitted cooperatively with the City of Grand Terrace. <br />Available funding for the above project proposals totals $245,000. <br />The City will provide the proposed projects with a twenty-five percent match by absorbing the labor <br />costs through its Parks Division. <br />FINANCIAL IMPACT: <br />The match will not financially impact the General Fund as the Parks Division can plan projects <br />around its regular maintenance schedule, thus the twenty-five percent match will not require more <br />staff to complete the proposed projects. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />CONFLICT OF INTEREST: <br />Not applicable. <br />7/10/03 City Clerk's Office Cb <br />
