CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH 15, 2005 <br />Item #16 <br />TO: Honorable Mayor and City Council Members <br />FROM: Kenneth Rulon, Chief of Police <br />SUBJECT: Request to approve the acceptance of the 2005 Byrne Justice <br />Assistance Grant (JAG) from the United States Department of Justice; <br />Authorize the City Manager to execute the attach Agreement allowing <br />the County of San Bernardino to submit the application on behalf of the <br />City and allocate the funds upon receipt; Approve the attach Resolution <br />of the City Council of the City of Colton, California, amending the Budget <br />for Fiscal Year commencing July 1, 2004 and ending June 30, 2005. <br />DATE: March 4, 2005 <br />BACKGROUND: <br />For several years the City of Colton was the recipient of the Byrne Grant and the Local Law <br />Enforcement Block Grant (LLEBG) Programs. Recently we have seen a reduction in our allocation <br />due to the financial situation of the Federal Government. This year we have been advised that the <br />Justice Department has consolidated the former Byrne Grant and the LLEBG programs into the <br />Justice Assistance Grant (JAG) program. The formula for the distribution of funds is based on <br />each city's population, their Part 1 crimes, and direct allocations to State and local governments. <br />The former Byrne funds have been removed for further discussion by the County Chiefs <br />Association, which leaves the former LLEBG allocation amount. The City of Colton's allocation <br />has been determined to be $23,689.00. These grant funds must be expended within a four-year <br />period for law enforcement purchases only. The Agreement must be submitted to the County of <br />San Bernardino no later than March 31, 2005 to ensure receipt of our allocation. <br />DISCUSSION/ ANALYSIS: <br />In order to receive these funds, the City will enter into an Agreement with the County of San <br />Bernardino to apply for and administrate the distribution of the allocations upon their receipt. The <br />County will retain 5%, or $1,184.00, of the City's allocation for this service, leaving the City <br />$22,505.00. These funds, including interest earned, must be utilized for law enforcement <br />purposes only. <br />The police department will utilize our allocation to fund needed technology improvements. These <br />improvements may include either or both software and hardware purchases. <br />FINANCIAL IMPACT: <br />This grant award provides $22,505.00, plus interest for the grant period. There are no matching <br />funds required for this grant, and there is no impact to the General Fund. Revenue Account 225- <br />5880 will be increased in the amount of $22,505.00, plus interest accrued. Expenditure Account <br />225-6070-6081 will also be increased proportionately to cover the expenses up to $22,505.00, <br />plus accrued interest. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable <br />
